Dept of Revenue Forestland Special Assessment 2018-19 $79.38


I am a citizen interested in examining the Forestland Special Assessment.  Oregon property tax is a complex system but intended by legislative design and administrative implementation to be just and equitable.  How it operates may be something else.  My examination began with 71 acres of Designated Forestland within the City of Bend.  That is a contradictory situation because the intent of legislation to protect Forestland has unintended consequences!  A situation that possibly apples in many other counties as well.

My examination method is structured on the placement of $79.38 per acre in the middle of an interactive entity relationship map and then finding all the relationships that both produce this value as well as result from application of $79.38 per acre in the property tax computation.  A difficult thing to do. It becomes easier with information tech tools and crowdsourced collaborating workers. Bend is a growing tech town.  

$79.38 per acre is the 2018-19  MSAV Eastern Oregon Forestland Special Assessment value that you certified.  Application of that assessment value to Forestland in the City of Bend results in the same property tax as if it was outside Bend.  In either case the extremely low assessment value is surprising to me and others.  ............the assessment value of $79.38 per acre its application in a tax due appears in the public searchable records of the Assessor.  I have discovered 12 taxlot properties in residential areas of Bend that total about half of the 71 acres of Foresland in the City.  Deschutes County SAL report Table 2a top line has values total values for the 71 acres.  

From the 12 City Forestland taxlots I chose one representative example that is bare land.  What is true in one example is true for all acreage portions of Designated Forestland in all other taxlot properties regardless of location in the City or in the county or in all Eastern Oregon.  The example:

Crowdsourcing is a volunteer thing.  I have established a rough public website containing analysis of the example I have chosen.  

Certification of the $79.38 per acre Designated Forestland Special Assessment is the crux of where clear intentions of legislation enter a mysterious ambiguous system and pops out as a number that .... certify.   I have looked at  the procedures of the process.  ... how the $79.38 is derived as well as the supporting documentation.
